Bills Introduced by Hon Meaghan Scanlon MP

Nature Conservation and Other Legislation (Indigenous Joint Management - Moreton Island) Amendment Bill 2020

This bill enables the joint management of national parks and conservation parks on Moreton Island (Mulgumpin) by the Quandamooka People and the Queensland Government. It follows a 2019 Federal Court native title determination and extends the same joint management model already used on North Stradbroke Island.

Waste Reduction and Recycling (Plastic Items) Amendment Bill 2020

This bill bans single-use plastic straws, stirrers, plates, bowls and cutlery in Queensland to reduce plastic pollution. Healthcare facilities, pharmacies and schools are exempt so people with disabilities and healthcare needs can still access these items. The ban can be expanded to additional plastic products by regulation after public consultation.

Nature Conservation and Other Legislation Amendment Bill 2022

This bill extends beekeeping access on specified national parks for 20 years until 2044, creates new offences for impersonating rangers and forest officers across Queensland's parks and forests, modernises enforcement powers for conservation officers, and updates governance arrangements for the Wet Tropics World Heritage Area.

Civil Liability (Holding Institutions Accountable for Child Abuse) Amendment Bill 2026

This bill closes a legal loophole that prevented survivors of institutional child abuse from holding institutions accountable when their abuser was not a formal employee. It responds to the High Court's 2024 decision in Bird v DP, which ruled that vicarious liability only applies to employment relationships, by extending it to persons in relationships akin to employment, such as religious clergy, volunteers, and contractors.

Waste Reduction and Recycling and Other Legislation Amendment Bill 2023

This bill modernises Queensland's waste laws by embedding the circular economy principle, banning outdoor balloon releases, removing the clean earth levy exemption, and requiring local councils to be transparent about how they spend waste levy payments. It was passed with amendment.

Residential Tenancies and Rooming Accommodation and Other Legislation Amendment Bill 2024

This bill reforms Queensland's rental laws to strengthen protections for renters, stabilise rents in the private market, and ease cost-of-living pressures. It also introduces mandatory professional development for property agents, removes compulsory superannuation contributions for local government employees, and fixes technical issues in body corporate termination processes.

Manufactured Homes (Residential Parks) Amendment Bill 2024

This bill reforms Queensland's residential park laws to better protect manufactured home owners from excessive site rent increases and difficulty selling their homes. It caps annual rent rises, bans market rent reviews, creates a buyback scheme for unsold homes, and introduces new transparency requirements for park operators.

Help to Buy (Commonwealth Powers) Bill 2024

This bill gives the Commonwealth Parliament the power it needs to establish the Help to Buy shared equity scheme in Queensland. The scheme will help up to 10,000 low to middle income Australians per year buy a home with as little as a 2 per cent deposit, with the Commonwealth contributing up to 40 per cent of the purchase price for new homes and 30 per cent for existing homes.

Building Industry Fairness (Security of Payment) and Other Legislation Amendment Bill 2024

This bill clarifies and simplifies Queensland's security of payment framework for the building and construction industry, which protects subcontractors from late or non-payment through project trust accounts and retention trust accounts. It also implements governance reforms for the QBCC and makes minor improvements to licensing and regulatory processes across six Acts.

Environmental Protection and Other Legislation Amendment Bill 2022

This bill modernises Queensland's environmental protection laws by reforming the environmental impact statement process, strengthening enforcement powers against repeat offenders, creating temporary authorities for emergencies, and banning mining in the Wet Tropics World Heritage Area. It also updates contaminated land management, waste regulation, and mine rehabilitation frameworks.
