Condemned the bill as a broken promise on the RIDA that landholders had to fight to reverse, and criticised the last-minute amendments and the unrelated South Bank Corporation power to remove board members for any reason or none.

Acknowledged broad stakeholder support for the risk-based accreditation, temporary-site and re-engagement measures, but urged safeguards to preserve NSSAB independence in delegation and to protect sensitive information in information sharing.
